This design build project involves the widening of 12 miles of freeway and 21 bridges in both directions including the addition of new HOV lanes. The initial cost of $271 million has increased to $550 million and the project was supposed to be completed in 2006 but work has continued on in 2007, with dozens of nighttime freeway closures.
Route 125 Toll Road - San DiegoIn 1991, the state signed a franchise agreement with a private consortium to build and operate a 9.3 mile toll road in San Diego County. The initial estimate for the project was $260 million with a completion date of early 2003. The toll road was finally completed and opened to traffic on November 19, 2007 and carried a final cost in excess of $800 million. As a result of the increased costs, legislation was passed in 2006 to extend the original franchise agreement by another 10 years (45 years total).

In 1990, a private
consortium signed a contract with Caltrans to build and operate a
10-mile toll road in Riverside. The initial cost estimate for
construction was $57 million with construction to be completed in late
1995. Although the project opened in December 1995, the cost
escalated to $130 million. In 2000, Caltrans attempted to add
lanes to the existing freeway to ease increasing traffic congestion but
was stopped because of a "non-compete" clause in the original contract.
The toll road was sold to the Orange County Transportation Authority for
$207 million.
San Joaquin Hills Tollway (Route 73) - Orange County In 1988, this 16 mile design-build tollway had an initial cost estimate of $380 million and was expected to be completed by mid-1991. The tollway opened in 1995 and has been plagued by lower than projected traffic revenue. In 1992, the estimated cost had risen to $778 million. In 2005, Orange County taxpayers were forced to bail out the struggling tollway with $1.16 billion in loans and payments. By November 2006, the estimated cost reached $1.5 billion.
